SCCP short-chain chlorinated paraffins can be divided into four types according to chlorine content: 42%, 48%, 50-52%, and 65-70%. The first three are light yellow viscous liquids, and the latter is yellow viscous liquid.

Short-chain chlorinated paraffins were included in the list of substances of very high concern under the REACH regulation by the European Union in 2009 . According to the requirements of the EU REACH regulations, if the content of short-chain chlorinated paraffins in an article is greater than 0.1% and the annual export volume exceeds 1 ton, it must be declared to the European Chemicals Agency.
The new regulations only restrict short-chain chlorinated paraffin ingredients in metal processing oils and leather treatment products. Key points include:
Metal processing oils and leather fatliquing materials with short-chain chlorinated paraffin SCCP content exceeding 1% shall not be sold in the market.
From January 1, 2003, all use of SCCP short-chain chlorinated paraffins must be assessed by the European Commission for risks to health and the environment.
The guidelines will come into effect immediately after they are published in official EU journals, and member states will adopt them within 18 months after they come into effect. The European Commission will continue to study the risks that SCCP short-chain chlorinated paraffins may pose in other aspects. Products exported to the European market should pass testing to ensure that the products do not contain short-chain chlorinated paraffins SCCP.
