What is CCPSA
On December 15, 2010, the Canadian government signed and passed the Canadian Consumer Product Safety Act (CCPSA), which officially became Canadian law. CCPSA Toys Regulations (SOR/2011-17) will replace the previous Dangerous Products Act (Toys) Regulations (CRC, c.931) from June 20, 2011.
The bans, restrictions and controls on toys in Parts *** and Part II of Chapter *** of the Hazardous Products Act will transition to relevant CCPSA regulations.
CCPSA testing related requirements
Articles 22 to 27 of the new Toys Regulations stipulate the chemical safety requirements for toys. The requirements for specific toys in Articles 28 to 43 also involve chemical requirements.
The new "Toy Regulations" will come into effect on June 20, 2011.
Article 22 of the new regulations stipulates seven categories of substances that cannot be contained in toys, which is consistent with Article 8 of Part I of Appendix I of the original "Dangerous Products Act". These seven types of substances are: carbon tetrachloride; methanol or substances containing more than 1% of methanol; petroleum or substances containing more than 10% of petroleum; benzene; turpentine or substances containing more than 10% of turpentine; boric acid or borate; ether .
Article 23 stipulates the heavy metal content in toy surface coating materials, which is consistent with Article 9 of Part I of Appendix I of the original Dangerous Products Act. The lead content in the surface coating of the toy must not exceed 90 mg/kg; the content of antimony, arsenic, cadmium, selenium or barium must not exceed the standard; and it must not contain any form of mercury.
Article 24 is consistent with Article 24 of Part I of Appendix I of the original Dangerous Products Act, which stipulates that toys and other products used for blowing air must not contain aromatic compounds, aliphatic compounds that can directly enter the mouth during normal use. compounds or other organic solvents.
Sections 25 to 27 are consistent with sections 10 to 12 of the old Dangerous Products (Toys) Ordinance. The toxic substances contained in toys should meet at least one of the following conditions: it should be guaranteed not to be swallowed, inhaled or absorbed through the skin; calculated based on a child weighing 10 kg, the total amount of toxic substances in toys should not exceed the acute oral or dermal 1% of the average lethal dose;
The toxicity does not exceed the provisions of Appendix 2. Corrosive substances, flammable agents or allergens contained in toys should meet at least one of the following conditions: they should be guaranteed not to come into contact with the skin; when tested according to Appendix 3, they should not be highly corrosive, extremely flammable or highly allergenic. In plastic food packaging materials or food containers intended for children aged 3 or under, the content of resins, plasticizers, antioxidants, dyes, pigments and other substances shall not exceed 1%; and shall not contain heavy metals, heavy metal compounds, Article 22 or Substances specified in Article 23, phthalates.
Among the requirements for specific toys, the provisions related to chemical safety are consistent with the old toy regulations, that is, the filling materials used in dolls and soft toys should be non-toxic and non-irritating;
Finger paint must be water-based. Compared with the previous regulations, finger paints are no longer required to contain toxic substances, corrosive substances, flammable agents or allergens.
