basic introduction

CPSIA is the Security Improvement Act signed into law by US President Bush on August 14, 2008. This act is the most stringent consumer protection act since the establishment of the Consumer Product Safety Commission (CPSC) in 1972. In addition to stricter requirements for lead content in children's products, the new bill also imposes new regulations on the content of harmful phthalates in toys and child care products. Additionally, the bill would require the creation of a public database on consumer product safety.

Labeling requirements

Starting one year after the regulations take effect (August 14, 2009), manufacturers of children's products must affix clear and eye-catching logos on their products and related packaging so that consumers can identify and determine the name of the manufacturer. , production date and place of origin, and other relevant production information to ensure product traceability.
Advertisements for consumer products or labels and packaging of said products are prohibited from containing information making reference to consumer product safety regulations or voluntary consumer product safety standards unless the product complies with applicable safety requirements or standards of that regulation or standard.


Prohibited products

Starting 180 days after the regulations come into effect (February 10, 2009), it will be illegal for anyone to provide the following products
---produce and sell any di-2-ethylhexyl phthalate DEHP, Children's toys or child care articles containing dibutyl phthalate DBP or butyl benzyl phthalate BBP are illegal
- the production or sale of phthalates containing concentrations higher than 0.1% is prohibited during a transition period Children's toys containing diisononyl formate DINP, diisodecyl phthalate DIDP or dioctyl phthalate DnOP that can be placed in the mouth
