In order to ensure public health, consumer safety and national security and other factors, the Saudi Ministry of Commerce and Trade MOCI began to implement the ICCP plan in 1995. On September 30, 2003, MOCI promulgated and implemented a new Product Conformity Certification Plan (PCP), which replaced the ICCP plan, broke the monopoly mechanism of the ICCP plan, and introduced third-party assessment agencies and third-party laboratories.
On August 8, 2004, the Saudi Ministry of Commerce and Trade promulgated Decree No. 6386, which revised the PCP plan and stipulated that all goods within the scope of control must provide a valid Certificate of Conformity (CoC, Conformity of Certificate) before being allowed to enter. Saudi market. The PCP program is controlled by the Saudi Standards Authority (SASO, Saudi Standards, Metrology and Quality Organization), and SASO authorizes the designated issuing agency to issue CoC certificates.
Except for specified prohibited or exempted products, all goods imported into Saudi Arabia must be accompanied by a CoC Certificate of Conformity. The PCP plan covers requirements in three aspects: compliance assessment, inspection and certification. This procedure consists of three certification methods, including: batch-by-batch inspection, registration and type certification. Manufacturers can make their own choices based on actual shipping frequency.
Saudi *** requirements:
1. The certificate of conformity issued for goods exported to Saudi Arabia should be based on a test report issued by an accredited laboratory;
2. CoC can only be issued to products produced by factories licensed or registered by the exporting country’s government;
3. Each batch of high-risk goods/products to be exported to Saudi Arabia should be inspected before shipment, sealed, wax sealed, and marked with the serial number related to the product’s compliance certificate on the seal;
4. All marks on the product must be verified.
Product Range
All consumer products exported to Saudi Arabia are classified as regulated products, covering five major categories: toys, electrical and electronic products, automotive products, chemical products and other products.
Products not within the scope of PCP control: food and agricultural products, drugs and cosmetics, medical devices and equipment, and crude oil. Prohibited export products: weapons, alcohol, tranquilizers, pork, pornographic materials, brewing equipment, fireworks, Christmas trees, nutmeg, masks, video phones, toys or statues representing animals and humans, and more than 40 varieties.
SASO COC certification application process
1. Inspect the goods batch by batch:
Applicable to exporters or suppliers whose shipments are infrequent (such as less than three times per year). Pre-shipment inspection PSI and pre-shipment test PST must be carried out. After both are passed, the CoC certificate can be obtained.
2.Registration:
Applicable to exporters who ship frequently (homogeneous products), they must conduct PSI inspection before shipment and apply for a Statement for Registration (SfR). This method is suitable for the vast majority of customers. Its advantage is that although pre-shipment inspection (PSI: Pre-shipment Inspection) is required, each batch of goods does not need to undergo pre-shipment testing (PST: Pre-shipment inspection). shipment testing).
3.Type approval:
Suitable for exporters with frequent shipments and high output. The product is required to fully comply with relevant regulations, and the manufacturer's quality control system is evaluated. Only when the requirements are met can the Type Approval Certificate Statement for Licence (SfL) be issued. This method can not only save the inspection fee or testing fee before each shipment, simplify repeated application procedures, but also ensure the delivery time. Therefore, it is suitable for some large companies that ship more frequently or have a larger scale and pay attention to quality and reputation. favored by the company.
Note: Currently, most of the products on the market adopt a batch-by-batch inspection method.
SASO COC certification mark
None, but you need to pay attention to the following matters:
1. Label language: English or Arabic;
2. Instructions and warnings: Arabic or Arabic + English;
3. The words MADE IN CHINA must be printed on the product and packaging or on the label; (MADE IN CHINA must be reflected on the product and packaging in a non-removable way, and cannot be affixed with ordinary self-adhesive stickers);
4. Any SASO LOGO that is not authorized by SASO registration is not allowed to be displayed on the product or packaging to prevent the goods from being refused clearance by Saudi Customs at the destination port.
